You would have to contact a shelter directly and ask if they do that. I don't know of any shelters that take in birds. I'm sure they do, but I don't know much about it.

I do know that parrots are extremely intelligent and require a dedicated owner. They require a lot of interaction and stimulation. When they do not get this, they can become mean, self-mutilate, or waste away. I would ask darylob for more info on raising birds.

I would take the parrot to a local pet store and see if they can sell it. If someone from the USA buys it they can get all the paperwork filled out to carry it on the plane.
