She loves to chew on fingers. She has lots of chew toys and healthy chew sticks but when i offered her a cold baby carrot she loved it and eats it slowly. Are these carrots ok for her? I know they are fine for adult dogs.

Having a baby carrot should be ok for your puppy. The cold is what makes her teeth/gums feel better. One thing that you can do is moisten a washcloth, give it a slight wring, and put it in the freezer. Once frozen, give it to your puppy. Of course, you may want to be sure that she is not on a surface that would be ruined if a few drops of water get on it. It's an old trick, but it works quite well.

I would assume so, but try putting some treats in the freezer for a little bit

My vet says carrots are a very nutritious treat for puppies, to give them instead of dog treats as dog treats tend to fatten them up. Also served cold helps with the teething. Good for their coat as well. Some say they help with stomach problems as well.
