Q: how do i make my mouse more active?

I assume you're exagerating, or you mean ounces.
How old is he? It could just be that he is getting older and has less energy. Mice only live a few years.

You can try a wheel, as daryl suggests. Also, put in some things to chew and climb on. Toilet paper tubes, paper towel tubes, and kleenex boxes are great boredom busters. Be careful not to give him anything that may have harmful chemicals in it. For example, lotion tissues or scented items.

wow 4 lbs is a lot for a mouse that should only way ounces. i don't know what else to tell you but to get him and exercize wheel and cut back on his food.
