Do your homework. Contact the park board to find out why dogs aren't allowed in parks within your district. They may have their by-laws on their website. If not, get a copy. After you have determined their rationale find support from neighboring areas that combats their reasoning. Get people on board with your idea, put yourself on the agenda at a park board meeting to present your point of view backed with support. Keep a presence at the monthly public meetings so they know you are serious, have supporters send e-mails, letters, and speak in support during the public comments part of meetings. Work together with them so it is a partnership rather than opposition. If that doesn't work, run for the park board yourself. Good luck.

Just send a letter and explain how you would be interested in getting this set up and tell them how you plan on doing it and tell them that you would like to help out.

Get the "rule" or "Ordinance" as it is currently written. Try and research why ( originally ) the pets were denied access and try to determine how much resistance there was to that access and for what reasons.

If it's reasonable, try to explain how pets would not ratify the original fears and "most of all"...

Get yourself a BUNCH of other pet owners who are willing to appear before the governing body to make a plea for the pets to have access to the park....

DON'T BE COMBATIVE, but be persistent !!
