Q: How Can I Help Her?

The chuahai I think I spelled that wrong. How can I help her she belongs to our neighbor's and looks like she might be pregnant and also she walks with her back hunched over and her back legs spread wide apart all the time and she wines as if she is in horrible pain. Since she is the neighbor's dog I don't know what I can do for her unless she were to get loose then she would legally be considered a stray and I could take her some where to get some help. Does anyone know?
