What are you feeding? cheap grocery store foods that are full of grains raise insulin levels which makes it very hard for the dog to lose weight. Switch to grain free food like Taste of the Wild.
Keep in mind that the ammount listed on the bag is just a suggestion, most of the people feed 1/2 the ammount thats reccomended, so dont overfeed your dog.
Try to incorporate as much exercise as possible, go for walks, play fetch, go hiking, dog park, swimming, borrow your neighbors dog and let them chase each other.
