I have an Applehead Chihuahua and he is always chewing and biting at his own paws. Sometimes to the point where they are raw. Is this just a terrible habit or an allergy or what? Can it be fixed/stopped?

This could be both, usually it is started by an allergy and can develop into a habit. Flea bite dermititis, food allergies usually caused by a grain such as wheat, corn or soy,and enviromental allergies as well could all be a cause. A process of elimination is what you may have to do. You will probly need medicine from your vet to prevent infection and to rule out any other issues. Once you find the cause your dog will stop chewing his paws.
