Is a fish happier if it has another fish in the bowl or tank with it or not because awhile back my step dad had two goldfish Streamer and Spot. A couple weeks after spot came along Streamer jumped out of the bowl we found him on the floor in the bathroom I was so sad he would have made if he would have landed in the tiolet below the bowl. And now Spot is not very active and he seems sad and lonely I asked my step dad if I could bring a new fish home for a friend for spot but he said that spot is fine.

As devildawg said, some species of fish are sociable while others are not. Goldfish generally like to have others of their own kind around, so it wouldn't hurt to get Spot a new friend. You also might want to look into getting a cover for Spot's home so that he or his new friend do not jump out.
