Q: Expired Horse Treats?

The "best by" date is pretty much a "suggestion". I seriously doubt that letting your horse eat the food a few days/weeks (maybe even months) past the "best by" date would pose a problem.
IF the treats would turn "bad", I think your horse would be smart enough to refuse them.

What "best by" means is exactly what it says. After said date they may start to go stale. In which case, your horse will tell you when they're too stale to eat. That being said, I'm sure they will expire eventually. To be safe, just toss them in November and start fresh.
If you really don't want to use them and don't want to waste your money, just call the store and tell them you'd like to exchange them for a new pack.
