Virgin coconut oil is recommended for guinea pig's skin and fur. People use it, too, so I'm sure it would be great for dogs and cats, too. You can buy it at health food stores.

Bag Balm works well. Bag Balm was originally formulated for horse hooves, but is used on horses, humans, dogs, cats, etc. with dry and cracked skin. It's relatively inexpensive and is available at pharmacies including Walgreens and CVS, pet supply stores, feed stores, farm supply and tack stores, online, and even hardware stores. Walmart and possibly Target typically carry it too. Just look for the green tin with red lettering. Petsmart and Petco also carry various pad waxes and pad balms.
