Our male could care less. Our female is constantly cleaning herself. Should we be concerned?

I haven't noticed that females clean themselves more than males. I think it depends upon the dog. Some dogs are chronic lickers and can cause harm to themselves by licking hot spots on their skin. If she's licking her genital area a lot, I would definitely have that checked. Dogs will lick an area that is irritated or sore. She may just be a very clean girl. :o)

She could be in heat. Is your dog spayed? If not, consider doing so right away. If she becomes lethargic or goes off her food, it could indicate a serious condition called pyometra, an infection of the uterus. She could have a painful urinary track infection. Regardless, she should have a vet check up.
