Q: Cat's tongue is partially out...
What does it mean when the tip of my cat's tongue is protruding from his mouth? Is this a sign of contentment...or does it mean something else?? Is he "tasting" his environment.....??? I haven't paid enough attention to know when he does it. He's a very relaxed cat, doesn't move around much, and I have never seen him do it when he is annoyed - for example, when my dog is trying to play with him.

Your first thought is right...its a sign that your cat is contented & relaxed. It happens as the muscles become totally relaxed. When one of cats has his or her tongue sticking out I know all it right in their little world. You can find documentation about this in various cat books that discuss body language.
There are medical reason that cats tongues stick out but in these cases they usually fall out of their mouths due to neurological deficits due to diseases like FIP or FIV; or they stay out of their mouths because its more comfortable out than in. This can be due to dental problems, mouth sores, acromegaly, or throat problems. There are usually other symptoms that accompany this though & the cat is seen with its tongue out most of the time.
