it depends on the shelter. find the top three in your area and have your parents or guardian call to see what the age requirements are. many have a few hours where they allow minors.
but word of the wise: shelters are upsetting. at 13 i had aspirations of volunteering, but i'm 27 now and it's been years since i've been able to go in one w/o tearing up. it's wonderful you want to help, but consider being able to look at those faces no one wants, the ones who are stuck in a cage for months or even years. and that's assuming you go to a no-kill shelter. it's an experience like no other, but you have to go in prepared to handle those extreme and raw emotions. maybe shoot for a rescue instead of a shelter.
another thought is to try wildlife rehabilitation. what's really cool about that is you work w/deer and hawks and owls, most of which are babies. why it's easier than a shelter is you're not waiting for the animals to get adopted. you're only waiting for them to be healthy enough to release back into the wild.
also, fostering is a great way to help w/o all the sadness. you get a cat or kitten or dog or puppy or any animal really, care for them in your home either until they're healthy or adopted, and then get another if you want.
