I would definitely think calling the city offices around that area would at least be a start. There must be others in the same region that are as much for catching the evil-doers as your dad is. I would think the animal control officers in that region would appreciate what he is already doing to catch those responsible. May your dad's efforts at extreme kindness not go unnoticed and may all the abandoned dogs find a safe place to go. Good luck in tracking down that safe place!

sorry I don't have any contact info

I do rescue & network with others. I haven't worked with these groups before but I had them on a list of no-kill shelters so they're at least a place to start. I'll post a request for info within my network & see if anyone knows of any independent rescuers or groups in that area.

I agree with the first answer given by Jill. You can usually reach local animal control by calling the local police non-emergency number. He needs to report that people are dumping dogs and that there is a large number of them. It sounds like a serious matter and I'm sure they will respond accordingly. Animal control usually works closely with the local humane societies and will bring the dogs there to be evaluated and hopefully put up for adoption. That is your best bet to help these dogs. Don't assume that they will be euthanized if you call animal control. That usually is not the case, and it sounds like they are worse off...starvation is a terrible way to die. Also, if they have been fighting, then they will need medical care, which the shelter can provide. Please let us know how this turns out.

Have you called the local animal control office or a shelter near where your dad lives to tell them of the situation? I would start there and if you cannot gain any information go to a local veteranarian to see if they have any resources for you to try. Also-contact the local newspaper, press can bring all kinds of people out of the woodwork.
