Should there be more control of these animals? and their owners. Should they have to post a bond? What should be done to owners who let them loose or leave them in abandoned homes?

BSL - the act of restricting or banning ownership of a specific breed of dog based soley on it's breed rather than individual personalities of a dog.Usually targeting pit bull type dogs, rottweilers, dobermans and other larger breed dogs.

The thought of dog pounds seems so horrible to me. But do all dog pounds put down their dogs if there not out by certian time?
Is it working? Are there "cons" as well as "pros"?
Nevada just passed a law that people can't keep dogs chained in their yards for days at a time. Are other states doing this also?
