My Shi Tzu really gives His Groomer a hard time, so much that the groomer suggested I give Him a sedative before bringing Him to prevent injury. Any suggestions on what would be safe?

I just rescued 2 pups and they have fleas - does anyone know of anything that I can use? A groomer said to try blue dawn dish soap, (not good enough) and/or baby poweder (worked better) but still have them...any suggestions?
