Grooming

We just got a shih tzu and my mom likes to put bows in his hair. I think it's dumb but she says it's to keep the hair out of his eyes. How many of you do this to male dogs?

Want to know if once a month is too much and whether or not it will dry out the natural oils in the skin.

I'm having hard time cutting my dog's nails. Even PETCO said they were having hard time but they did. It's just that I'm trying to do it myself. .. Any suggestions?
