Doing the best they can with what they have

How do I protray how against this place I am while at the same time say how great our officer is. This place is a pound. They put animals to sleep. On the other hand our "dog catcher" does the best he can to get them out before they have to be put down.
Pros: caring animal control officer
Cons: this is a kill facility
